THE IMPACT OF THE LEGISLATIVE GAP ON THE RECOGNITION OF INFORMATION PROFESSIONALS IN PORTUGAL

This study examines the impact of the legislative gap on the recognition of information professionals in Portugal and on the quality of public library services. It assesses how the absence of a specific legal framework affects professionalization, institutional effectiveness, and the cohesion of the National Network of Public Libraries (NNPL). The methodology is based on a qualitative and documentary analysis of scientific literature, sectoral studies, and strategic reports. The results reveal a persistent pattern of ‘deprofessionalization’, territorial inequality, and institutional fragility, intensified by the 2008 administrative reform that abolished the BAD career and removed the legal requirement for specialized training. The study concludes that the lack of dedicated legislation is the main structural vulnerability of the sector, limiting the capacity of public libraries to meet the demands of the information society. Establishing a specific legal framework is therefore urgent and strategic for the sustainability of public information policies.
